Hailing from the vibrant city of Chicago, Dr. Pearl Pugh is a Visionary Leader, Business Mogul, “Mompreneur,” and Philanthropist with a heart for God’s people. Deeply inspired by her mother’s kindred spirit, Dr. Pugh developed an early passion for education and service. Today, she is the CEO and Founder of Treasures of Pearl, a women's boutique brand, and the Founder and Chairman of The Treasured Pearls Foundation, whose mission is to provide tools and resources for postsecondary education while empowering communities to overcome hardship and thrive.
A proud and active member of Alpha Kappa Alpha Sorority, Inc., Dr. Pugh exemplifies leadership through service. She holds a Bachelor of Science in Computer Science from the University of Arkansas Pine Bluff (’12), a Master of Science in Computer Science from Norfolk State University (’14), and a Doctor of Information Technology with a concentration in Project Management from Capella University (’19). She is currently pursuing a Master of Ministry at Anderson University, where she continues to merge faith, scholarship, and service.
Dr. Pugh dedicated nearly a decade to federal service, including a distinguished role as Chief of Organizational Management within the Department of Defense. There, she championed enterprise transformation, supported national security initiatives, and led program and portfolio management efforts to align data innovation strategies with broader Department of Defense priorities. She currently serves as a Senior Behavior Scientist on a contract with the Department of Suicide Prevention, where she applies data-driven insights to advance mental health initiatives and prevent suicide across military and veteran communities.
Dr. Pugh is committed to empowering strategic initiatives through the integration of behavioral science, ethical leadership, and ministry insight, advancing solutions that promote resilience, purpose, and well-being in individuals, organizations, and communities. Her vision is to be a transformational leader at the intersection of faith, science, and service, bridging disciplines to shape compassionate policy, inform strategic decision-making, and cultivate thriving, purpose-driven environments across sectors.
At the core of Dr. Pugh’s mission is her unwavering desire to assist the willing in finding their way to God and begin a new life through Him by being His voice and hands on earth. She seeks to kindle a passion for God in the hearts of children, women, and men everywhere, using her platform to minister hope, ignite purpose, and encourage faith-filled living.
Today, Dr. Pugh leverages her technical background, government experience, and faith-driven perspective to empower women in business, build sustainable ventures, and champion purpose-led leadership. A woman of deep faith and integrity, she is the devoted wife of Software Engineer Terrence Pugh and proud mother of two sons, Tahj and Tycen.

Pearl launched Unlimited Treasures Of Pearl in 2019 with a passion to create a one-of-a-kind shopping experience. She had a strong desire to create a synergy between crafting and fashion. A space one could come for Unlimited Treasures. She believes that everyone deserves something beautiful, and that's what she sought to create.
Dr. Pugh founded The Treasured Pearls foundation in 2022. The Treasured Pearls Foundation mission is to provide resources and tools for postsecondary education and empower the community by meeting needs to overcome hardship. Their vision is to implement sustainable programs through scholarship and community outreach.
